The Senior Management Analyst will oversee the planning, direction, and execution of the Army’s Science and Technology (S&T) prototyping and experimentation programs. The ideal candidate will be comfortable with conducting product research, advising key leaders, executives, and managers, and providing program management analyses that are responsive to the needs of the Deputy Assistant Secretary of the Army for Research and Technology [DASA (R&T)]and can excel in a dynamic environment.

Essential Job Responsibilities

• Provides senior-level technical and analytical support for the Technology Maturation Initiative (TMI) program by working with the Army Program Executive Offices (PEOs) and Army S&T enterprise to bridge Technology Readiness Level (TRL) 6 S&T technologies for transition to PEO programs of record (POR).

• Provides technical and programmatic support activities, including program planning, program management execution, documentation, and stakeholder engagement.

• Requires knowledgeable business and engineering expertise concerning Army PORs, Army CONOPS, and Army S&T programs to develop solutions to current and future Army capability gaps.

• Should have the technical (e.g., manufacturing, engineering), analytical, and business skills necessary to understand the strategic goals and objectives of the TMI program; aid in the formulation of future TMI efforts; provide a preliminary assessment and evaluation of program/project cost, schedule, performance, and transition plans; and discern how proposed efforts align with the overall TMI strategy.

• Coordinates material acquisition with Portfolio Leads to be used to inform Congressional Staffers and inquiries regarding programs being executed in TMI, ManTech, and Rapid Defense Experimentation Reserve.

• Supports strategic planning activities in coordination with representatives from other DoD (Department of Defense) Services, Army PEOs, Army Futures Command, and other agencies to include OUSD (Office of the Under Secretary of Defense) R&E. These planning activities include collecting relevant strategic information and consolidating data to inform investment decisions.

• Supports the full spectrum of the Army PPBE (Planning, Programming, Budgeting and Execution) process by executing activities that include supporting the development of the POM (Program Objective Memorandum) and responding to requests for information. The contractor shall support proposal development and evaluation activities by collecting and disseminating TMI proposal information, reviewing proposal information to ensure that it meets the requirements of the TMI program and addresses the evaluation criteria, and coordinating information with all concerned parties within the Army S&T enterprise, acquisition program management office, and Life Cycle Management Commands.

• Monitors ETMS2 system for new taskers issued to the team. Provides teammates and leadership with all necessary details of the tasker, then coordinating responses with teammates and leadership to ensure the response is completed properly and on time.

• Supports program execution and documentation by assisting in tracking TMI efforts on cost, schedule, technical performance, and transition.

• Supports the execution of in-progress reviews of all the projects in each of focal overarching programs and identify and report on weaknesses and risks. Participates in training development working groups, meets with Army Sustainment personnel to understand the scope and limitations of the technology, and establishes meetings with manufacturers and government leadership within DASA R&T.

• Conducts technical and financial analyses to; provide administrative support to the development of reports, briefings, databases, metrics, and graphics for executive-level decisions. Conducts white paper reviews, analyzes, evaluates, catalogs, and disseminates programmatic documentation such as databases, briefings, transition agreements, and close-out documentation.

• Conduct program management tasks, including but not limited to project planning, resource allocation, progress tracking, and stakeholder communication, to ensure the successful and timely execution of projects in alignment with organizational goals.

Education Requirements:

Mandatory: An advanced degree in an engineering field, management or technology, accounting, economics, or finance.

Waiverable/Substitutable: Bachelor’s degree in the same fields, with 17 years of experience, 21 years of experience with no degree, and 2 or more years of supervisory or project management experience.

Certification Requirements: N/A

Waiverable/Substitutable: DoD FM Certification knowledge and experience desirable. PMP certification is desirable.

Experience Requirements:

• 10 - 15 Years of applicable experience (17 with a bachelors, 21 with zero degree)

• 2 years of supervisory or project management experience

• 5+ Years of DoD Prototyping management experience

• Awareness and knowledge of the Federal Government’s financial and management responsibilities processes, and organizational structure

• Experience in Army FM (Financial Management) and Budget Education and Training

• Secret security clearance with the ability to obtain and maintain a Top Secret/Special Compartmented Information Eligibility (U.S citizenship required).
