JOB DESCRIPTION:

Support Enterprise Risk Management (ERM) and internal controls activities to the Defense Logistics Agency (DLA) to advise and assist DLA in sustaining compliance for fully auditable financial statement reporting. This involves a detailed understanding of DLA end-to-end business policies, operational processes, and ERM experience to provide accounting, risk identification and management, and audit support. Additionally, this involves support in audit support activities such as assessing, documenting, and resolving Notices of Findings and Recommendations (NFRs).

Duties and expectations include, but are not limited to, the following:

  • Analyzing business processes and identifying enterprise-wide risks, i.e., policies and procedures for personnel, operational, acquisition, inventory, property, and material management.
  • Provide support for the design and management of the end-to-end ERM and A-123 process related to audit-related activities.
  • Reviewing NFRs and working with stakeholders on remediation techniques.
  • Identifying financial statement deficiencies and performing root causes to develop detailed recommendations.
  • Perform tests on business processes and system controls.
  • Assisting with the implementation of management solutions, including developing training.
  • Perform data mining/cleansing, data analysis, data reconciliations, and assist with financial statement analysis.
  • Knowledge of Oracle Federal Financial functionality and ability to identify current trends in information technology.
  • Understanding of GAAP, GAGAS, OMB A-123, and FASAB.

CLEARANCE REQUIREMENTS: Secret clearance

EDUCATION REQUIREMENTS:

Mandatory: Four-year degree in a relevant technical field from an accredited institution.

CERTIFICATION REQUIREMENTS:

Mandatory: CISA or similar professional certification required.

EXPERIENCE REQUIREMENTS:

Mandatory: Six or more years of experience in a related field; one year of experience acting in a managerial capacity. A minimum of 20 CPE credits each fiscal year and 120 credits over a three-year rolling period.

  • OMB A-123, Management's Responsibility for Enterprise Risk Management and Internal Control
  • FISCAM requirements
  • Oracle Federal Financials functionality Current trends in information technology
  • DLA policies, systems, and procedures for personnel, acquisition, inventory, property, and material management

CPA, CIA, CISA, CDFM, or CGFM certification
