JOB DESCRIPTION:

We are seeking a Senior General Equipment Analyst with immediate availability that will thrive in a challenging and rewarding process-oriented environment. The candidate will support the NSWC Carderock Material and Asset Management programs as follows:

  • Assist in performing audit on NSWCCD OM&S, Purchase Requisition, and Plant Property &Equipment/Asset Management training courses. As part of the audit, the Contractor shall take into consideration class sizes, attendance records, classroom environment, and prepared course materials. The contractor shall provide comments and recommendations to improve NSWCCD OM&S, PR, and GE management training courses, curriculum, and materials. The contractor shall assist in the creation of new and updated existing training courses.
  • Analyze and document existing and emergent NSWCCD management and business processes, workflows, and roles & responsibilities, using model-based system engineering concepts.
  • Analyze processes using data from the development of models and implementation of simulations. Contractor shall identify problem areas, perform root cause analysis, develop requirements, and provide comments and recommendations to improve NSWCCD processes.
  • Monitor processes and assist in implementing improvements in the areas of compliance, efficiency, and effectiveness.
  • Assist NSWCCD in implementing new requirements impacting the NSWCCD programs and conduct technical risk assessments.
  • Use identifiable metrics to monitor program performance and recommend corrective actions.
  • Prepare point papers to justify new program concepts that deviate from higher-level policy.

Our Navy client provides research, development, test and evaluation, analysis, acquisition support, in-service engineering, logistics, and integration of surface and undersea vehicles and associated systems. Essential to the successful execution of the mission is the business and administrative support services provided by the Operation Department (Code 10). Code 10 is comprised of seven Divisions, including the Corporate Business Office Division (Code 106) and the Property Management Division (Code 107). The Corporate Business Office Division (Code 106) consists of four branches: Corporate Planning (Code 1061), Enterprise Resource Planning (ERP) Extended Business Office (Code 1062), Metrics, Analysis, and Data Calls (Code 1063), and Records Management, Forms, and Directives (Code 1064). The Property Management Division (Code 107) consists of three branches: Purchase Requisition (PR) Branch (Code 1071), Supply Branch (Code 1072), and General Equipment (GE) Branch (Code 1073). As part of its mission, the Property Management Division provides oversight of policy and compliance in the areas of General Equipment, Supply, and Purchase Requisition (PR). Code 107 is also responsible for all Supply, General Equipment, and PR Creation management functions including policy development, financial and physical accountability, training, performance monitoring, and process improvements.

EDUCATION REQUIREMENTS:

Mandatory: The individual should possess a Bachelor of Science or Arts Degree in Business Management, Supply Chain Management, or a related field from an accredited college or university with experience as outlined below.

Waiverable/Substitutable: In lieu of the education requirement, individuals should have an additional five (5) years+ of prior military, Department of Defense, or related business experience related to Plant Property & Equipment / Asset Management beyond the experience requirement.

CERTIFICATION REQUIREMENTS:

Mandatory: US Citizenship required; shall possess a favorably adjudicated PSI at Tier 3 (T3) level.

EXPERIENCE REQUIREMENTS:

The experience should include ten (10) years+ of experience in a management capacity with responsibilities for property/asset accountability, information on property value, equipment utilization, accounting depreciation data, serial number tracking, and property management. Relevant experience in a management capacity with responsibilities for managing or leading a team in producing quality deliverables is preferred. Working knowledge of Plant Property & Equipment / Asset Management policies and regulations including FMR, FAR, and DoD Instruction 5000.64 is desired.
