Job Description:
The ideal candidate will support the Assistant Secretary of the Navy (ASN), Financial Management & Comptroller (FM&C) with generating requirements for ERP+.
Change Management II: Apply technical expertise and skills to implement business solutions related to Strategic Communications and/or Change Management. Level II Strategic Communications/Change Management individuals are directed to exercise core skills on projects, or they may direct small teams.
Change Management III: Independently apply advanced technical expertise and skills to implement business solutions related to Strategic Communications and/or Change Management. Level IIIs provide direction to project teams and interact with FM&C and Government clients at the Branch and Division Head Level.
The ideal candidate will support the following areas:
1. Human-Centered Design:
• Conducting user research to understand the needs, goals, and pain points of end-users, as well as their current workflows and processes.
• Working with subject matter experts (SMEs) to gather and document user requirements, including user workflows.
• Providing an analysis of alternative agility layer options that support user workflow needs.
• Creating wireframes, prototypes, and other design artifacts to visualize and test design ideas, and to gather feedback from end-users.
• Conducting usability testing and validation of design prototypes with end- users to ensure that the solution meets their needs and is easy to use.
• Collaborating closely with the implementation team to ensure that design decisions are informed by technical constraints and business goals and communicating design decisions and rationale to stakeholders.
• Incorporating user feedback and data to iteratively improve the design and functionality of the solution over time.
• Providing branding and graphics design support for the ERP+ program.
• Designing courses of action for a future state operating model that supports all process and software changes decided upon.
2. Communications and Training:
• Managing the change associated with the transformation and ensuring that stakeholders are appropriately included in decision-making, communicated to, and brought along for the transformation journey.
• Establishing a comprehensive OCM plan, to include a stakeholder and ERP user persona assessment, change impact assessment, change readiness assessment, and a communications plan and training plan to address stakeholder and user needs.
• Providing key input to the strategic calendar and integrated master schedule (IMS) on key stakeholder outreach events.
• Supporting all relationships with key stakeholders and user groups through a variety of communications mediums.
• Building organizational success through business process and system redesign that maximizes solutions.
• Developing training materials and providing support to end-users to help them adopt and use the new solution.
Additionally:
• Familiarity with DON processes and procedures preferred
• Familiarity with DON financial systems and feeder systems
• Experience with and understanding of applicable US General Accepted Accounting Principles (GAAP) for Federal Agencies and authoritative sources (e.g., FASAB, OMB Circulars, GAO Handbooks, Treasury Financial Manual, etc.)
• Experience / Capacity to Validate large financial datasets / transactions from Financial / Feeder Systems to General Ledger System
CORE HOURS/DAYS:
Core duty hours are Monday through Friday, 9am – 3pm with a flex start time of 7am – 9am. Forty-hour work week. Thirty minutes to one hour lunch (not inclusive of the 40 hours).

Experience Requirements:
Relevant Experience: Experience supporting organizational change management, human capital development, workforce training, and process improvement for State or Federal Government agencies or large, complex companies (greater than 1,000) employees.
Years of Experience: Three (3) years of progressive, relevant experience.
