Job Description:
Provide Earned Value Management (EVM) support for the Office of the Chief Financial Officer EVM Program Executive under the NASA CPSS contract.• Provide expert guidance, consultation, and support to Agency customers to address actions, independent analysis, special projects, research/studies, publications, and promote project management excellence.
• Provide expert guidance, consultation, and support for National Defense Industrial Association (NDIA), College of Performance Measurement (CPM), Defense Contract Management Agency (DCMA), other agencies, industry/academia partners with meetings and other initiatives.
• Provide expert guidance, consultation, and support regarding the maintenance Agency EVM documentation (e.g., handbooks, requirements, processes and website content.
• Provide EVM training as requested.
• Provide expert guidance, consultation, and support to program/projects and EVM reviews (e.g., Integrated Baseline Reviews (IBRs), EVMS Compliance, EVMS Surveillance Reviews, and other independent reviews/assessments).
• Support and present at quarterly EVM Working Group meetings, and industry conferences, as needed.
• Some travel required approximately 5 trips per year
Experience Requirements:
Mandatory:• Expert knowledge of Earned Value Management
• Knowledge of NASA policies, requirements, NASA FAR Supplement, EIA-748 EVMS Standard, and industry best practices.
• Empower or Cobra experience desired
• Experience with Encore Analytics’ Empower or Deltek’s Winsight, Deltek’s Cobra, Microsoft Office, Excel, PowerPoint, and Word. Microsoft Project and/or other scheduling tools, a plus.
• Excellent communication and presentation skills
